Cagayan de Oro – The Philippine Ports Authority Northern Mindanao Cluster successfully conducted a public consultation regarding the Proposed Port Environmental Code (PPEC) at PMO MOC via Hybrid format on October 08,2024. This initiative is crucial for enhancing environmental management in Philippine ports which attracted a diverse audience including port stakeholders eager to engage in meaningful dialogue. The public consultation was organized by the Port of Cagayan de Oro (LEAD PMO) , Port of Lanao del Norte Iligan, Port of Agusan, Port of Surigao, Port of Ozamis.

The consultation commenced with opening preliminaries led by Ruby Maria O. Gumapon, the PSD Manager from PMO MOC, who served as the Moderator. Following her introduction, PMO MOC Port Manager Isidro V. Butaslac, Jr. delivered the Welcome Remarks and officially called the session to order. Attendees were also shown photographs highlighting compliance with the posting of the Notice of Public Consultation, reinforcing the transparency of the process.

Port Manager Mildred J. Padilla from PMO Agusan presented the ground rules for the consultation, ensuring a structured and respectful discussion environment. Ruby Maria O. Gumapon then introduced the proposed PPEC, highlighting key aspects such as background and salient Contents of Draft Green Code

The consultation featured in-depth presentations from environmental specialists, focusing on various sections of the proposed PPEC and the Policies, Rules and Regulations:

o Water Quality Management
o Air Emissions and Ambient Air Quality
o Integrated Port Waste Management
o Sustainable Infrastructure

2.FRANK JAYSON G. BUHISAN, Environmental Specialist (PMO Surigao) continued with:
o Dredging Management
o Human Resource Management (HRM)
o Contract Management
o Environmental Disaster Management and Risk Reduction
o Resource Conservation
o Environmental Performance Evaluation
o Climate Change Action

3. MA. ESTELA SOTERA K. CARPIO, PSD Manager (PMO MOZ) concluded the presentations with:
o Noise Pollution Control and Management
o Sustainable Procurement
o Energy Consumption, Conservation, and Efficiency Management
o Environmental Volunteerism, Advocacies, and Awareness

Following the presentations, an open forum provided attendees with the opportunity to ask questions and express their views. To gauge public sentiment on the proposed PPEC, a quick poll was conducted via a QR code and link shared in the chatbox. The results indicated overwhelming support, with the majority of participants voting in favor of the proposed code.

The event concluded with closing remarks from PM Salvador L. Delina, who thanked participants for their valuable contributions and reiterated the importance of collaborative efforts in fostering sustainable port practices.
