PORT OF CAGAYAN DE ORO — To obtain information on actual scenarios and status on the ground and identify issues and operational concerns relative to assessment of free storage period and storage charges of containerized cargoes, titling of port facilities and properties of PPA, Port Zone Delineation (PZD), and Port Reception Facilities (PRF), the PPA Board Technical Working Group (TWG) conducted consultation with the Port Management Office of Misamis Oriental/Cagayan de Oro (PMO MO/C) on 14 February 2025.
This consultation is in line with further enhancing or refining the sets of drafted new and revised PPA guidelines/ regulations which are aimed at optimizing the utilization of port areas, enhancing control mechanisms and overall improve port operations. These include the Proposed 2025 Revised Rules on the Assessment of Free Storage Period and Storage Charges for Containerized Cargoes and Empty Containers in PPA Government Ports; Proposed Guidelines for the Tilting of Port Facilities and Properties of the Philippine Ports Authority (PPA); and Revised Guidelines on the Provision of Port Reception Facilities (PRF).
Present during the consultation were TWG Chairperson Abdulfatak A. Pandapatan and members, PPA Head Office personnel, PMO MO/C key personnel headed by Acting Port Manager Fernando B. Mapalo, Jr., and representatives from Oroport Cargo Handling Services, Inc., the terminal operator of Cagayan de Oro Port.
The TWG and the attendees discussed the challenges being encountered in ports and possible resolutions thereat which may be incorporated in the provisions in the draft Administrative Orders. The TWG provided the PMO with guidance and recommendations on courses of actions to undertake to duly comply with the guidelines within the timelines once the proposed issuances are approved by the PPA Board and implemented.
