Cagayan de Oro, Philippines – On or about 2100H of November 12, 2023, PCG Sea Marshall on board the subject vessel relayed to PCG Northern Mindanao that the MV Filipina, COKALIONG Vessel, bound to Cebu with 448 passengers plying to the municipal waters of Laguindingan, Misamis Orienta, about 7 (seven) nautical miles from the Port of Cagayan de Or was listing at the port side due to the turbulence brought by the Northeast monsoon that struck the vessel.
At 2104H, Mr Jonathan Saliring, Harbor Master of PMO received a call from MV Filipina Cagayan de Oro requesting berth allocation as they opted to return to their last port of call to stabilize their situation. At 2325H of the same date, MV Filipinas Cagayan de Oro returned and arrived safely at the Port of Cagayan de Oro City wherein PPA PMO MOC and PCG NoMin personnel and other Emergency Response Team are waiting to assist and provide the needs of the passengers. There were no reported injuries to passengers nor damage to cargoes, and all passengers were accounted for.

1. At 9am today at the PPA Passenger VIP Lounge, an emergency meeting was called by City Councilor Jorge Goking to look into this incident. The meeting was attended by Cokaliong Shipping Branch Manager, Ardex Mijares, PCG Deputy Commander CGDNM, CG Capt Lito Maluyo, Marina-10 Representative, Engr Vincent Cavalida, PPA Manager/DAD CGADNM Aux Commo IV Butaslac Jr; PCGA Marsar Aux Cdr Albert Sy Cezar, and their respective staff. During the meeting, MARINA-10 apprised us that they are still conducting an investigation on the incident and shipping representative to submit its marine protest within 24 hours. Councilor Goking is tasked to monitor and look into the progress of the investigation and ensuring as well the health condition and welfare of affected passengers, especially those that were traumatized by the incident.
2. Stranded Pax 162; were provided the PPA signature lugaw, bottled water and bread provided by PPA to the stranded passengers sheltered at the PPA Amenity building;
3. Red Cross Medical Assistance Desk (with on-standby ambulance) was established along with the PCG Medical & PPA Help Desks. Red Cross Mobile Kitchen will be arriving shortly;
4. Refunded Passengers: 200 pax out of 447pax; Still ongoing process for refund of the other passengers who will be taking the same boat for Cebu tonight;
5. Wifi & mobile phone charging stations and other passenger assistance were provided at the passenger amenity sheltering the stranded passengers.
6. Ongoing discharging of: Rolling Cargoes -4; Motorcycle -7; 10’ Container Vans -29 units;
7. Red Cross Mobile Kitchen just arrived the Port of Cdo in order to serve unlimited arrozcaldo in cups to stranded passengers as directed by ND Aux Vadm Jorge Lim PCGA, in his capacity as the National Governor of the Red Cross.
8. Departure/Clearance. We have yet to wait for the latest advise from MARINA-10 in regard the status of its investigation on this incident. Meanwhile, stranded passengers are comfortably accommodated in the passenger amenity building of Ppa waiting also for an advise on vessel departure/clearance or any action to be taken by MARINA-10/PCG CGDNM based on its investigation/maritime inquiry.
