The Port Management Office of Misamis Oriental/Cagayan de Oro (PMO MOC) recently conducted its 2nd Quarter Nationwide Simultaneous Earthquake Drill at the Port of Cagayan de Oro on 28 June 2024 at 1400H, underscoring their commitment to disaster preparedness in line with Republic Act No. 10121, also known as the Philippine Disaster Risk Reduction and Management Act of 2010, which aims to strengthen the ability of the attending participants of the government and private sectors in mitigating the disasters and calamities. Personnel from PMO MOC, Oroport Cargo Handling Services Inc., and Port Locators actively participated in the drill through performing the “duck, cover, and hold” procedure, essential for earthquake safety.
The drill includes a simulated worst-case scenario at the port operational area, wherein a container van fell from a three (3) high stack, resulting in injuries to two (2) port workers. In response to the simulated scenario the Emergency Response Team (ERT), including emergency vehicles and equipment, was swiftly mobilized to the scene and establish an Incident Command Center. The ERT were able to secure the scene, extract the victims and provided the same with first aid. Their deployment highlighted the logistical capabilities and coordinated efforts between the PMO and CHO required for an effective crisis management.
Beyond immediate response, the drill provided valuable lessons. It identified strengths and areas needing improvement in emergency protocols, tested communication channels, evaluated logistical strategies, and clarified individual roles.
In essence, the 2nd Quarter Nationwide Simultaneous Earthquake Drill showcased the collective commitment to resilience. It demonstrated the dedication of individuals and organizations in preparing for natural disasters, reinforcing the importance of readiness, coordination, and community spirit in safeguarding lives and mitigating disaster impact.
